Déclaration des « Territoires Soutenables des Géoparcs mondiaux de l’UNESCO » sur les nécessités d’outils de luttes contre les incendies pour la protection et la préservation des Oasis en appliquant  les mesures des protections forestières aux Palmeraies »

• Reconnaissant que les Palmeraies demeurent les bases des mises en valeur des territoires soutenables que sont les Oasis, que ces dernières sont réparties sur l’ensemble des zones arides du globe, que ces dernières se sont étendues sur tous les continents des Amériques à l’Australie comme sur les routes reliant l’Asie aux mondes Africains et Arabes, qu’elles sont en soi les héritages culturels, dont le concept semble être issu des environs du Golfe persique, qu’elles constituent l’un des mode de mise en valeur des sols dès 3000 ans av JC., introduit en Europe dès le Xème siècle, la Palmeraie d’Elche à proximité d’Alicante ayant en ce sens été inscrite au Patrimoine de l’Humanité par l’Unesco en 2000.

Ces dernières ayant su persister grâce à l’ingéniosité humaine, sachant conserver les éco systèmes et définir des organisations hydrauliques et sociales adaptées en zones désertiques, de montagnes, de plaines pour puiser l’eau dans ces zones où elle est rare, le changement climatique actuellement vécu et les stress hydriques en résultant, doivent nous interpeller pour l’évolution de la vie à laquelle ces territoires soutenables vont être soumis sachant que ce stress va concerner soixante pour cent (60%) de la population mondiale pauvre en eau !

Le milieu Oasien concernant encore des dizaines de millions de personnes principalement soumises aux seuls revenus issus des palmeraies, le phénomène des sécheresses répétées et récurrentes posent la problématique de la durabilité pour la protection de ces milieux fragiles qui sont actuellement de plus en plus soumis aux risques des ravages des incendies induit par le réchauffement climatique et le stress hydrique.

Faute de régulations et de prises en considération administratives des Palmeraies en tant que domaines forestiers, qui eux en revanche, font l’objet de mesures de protections des luttes anti-incendie structurées, Stations météorologiques, Coupes feux, Réseaux de bornes incendie, Réservoirs etc., les Palmeraies et les Oasis, la biodiversité qu’ils représentent sont en péril !

La connaissance oasienne des pratiques anciennes de la gestion de l’eau, les besoins d’activités biotiques de ces milieux et de leurs microclimats leur permettant de survivre,

*doit nous aider à comprendre les crises récentes de la biodiversité du fait des changements climatiques et des problématiques résultant des mobilités des produits,

• nous aider à agir de manière durable pour le futur.

1/*Reconnaissant que les palmeraies des Oasis sont des outils essentiels pour comprendre les capacités à répondre et s’adapter au changement climatique et pour adapter la vie à ses effets ainsi qu’aux catastrophes naturelles qui y sont associées, reconnaissant l’inestimable importance scientifique, éducative, culturelle et géo agro éco touristique du patrimoine Oasien en tant que réserve de biosphère au sein des Territoires Soutenables des Géoparcs mondiaux de l’UNESCO, nous nous engageons aux principes fondamentaux suivants,

2/*Nous veillerons diligemment à protéger les Palmeraies des Oasis mondiaux, en garantissant leurs préservations contre les dommages des stress hydriques et en instituant au même titre que pour les forêts les instruments nécessaires de lutte contre les incendies pour les considérer en tant que menaces existentielles pour la biodiversité des palmeraies des Oasis et notamment de leurs faunes et flores.

3/*Nous encourageons et soutenons la recherche scientifique rigoureuse sur les ressources en eau, les innovations agricoles et la reconsidération des écosystèmes intégrés, en favorisant la collaboration entre experts, institutions, société civile et communautés locales.

4/*Nous nous efforçons de sensibiliser et de faire comprendre le patrimoine oasien grâce à des programmes éducatifs, en favorisant l’appréciation de notre passé géologique, géographique, historique et vernaculaire parmi les personnes de tous âges et en améliorant la compréhension des crises récentes du climat et de la biodiversité intégrée.

5/*Nous visons à fournir une interprétation précise et accessible des sites oasiens, en engageant les visiteurs dans leur histoire géologique, leur importance scientifique, leur valeur esthétique et leur lien avec le patrimoine culturel matériel comme immatériel.

6/*Nous promouvons des pratiques touristiques responsables et durables qui minimisent l’impact sur les sites Oasiens tout en enrichissant l’expérience des populations et des visiteurs.

7/*Nous impliquons activement les communautés locales dans la gestion et les processus de prises de décisions, en valorisant leurs connaissances traditionnelles tout en favorisant les nouveautés adaptatives aux milieux géo agro éco touristiques en un sentiment de propriété sur leur patrimoine territorial.

8/*Nous recherchons à établir toutes formes de collaborations entre les autorités, les parties prenantes et sociétés civiles et les organisations pertinentes pour développer des stratégies intégrées pour la protection, la promotion et la documentation du patrimoine Oasien.

9/*Nous nous engageons à évaluer en permanence et à améliorer nos efforts, en cherchant des approches novatrices pour créer, innover, préserver et exposer nos trésors Oasiens pour les générations futures considérant leurs capacités à pouvoir innover pour ce que seront les gestions de **l’eau et défense de la biodiversité.

 

EN ADHERANT A CES PRINCIPES, LES TERRITOIRES SOUTENABLES DES GEOPARCS MONDIAUX DE L’UNESCO ASSUMENT LEUR ROLE CRUCIAL DANS LA VOLONTE DE DEFINIR LES PRINCIPES DE L’URGENCE D’AGIR A METTRE EN ŒUVRE LES REGLEMENTATIONS ET LES OUTILS ADAPTES DE LUTTES CONTRE LES INCENDIES EN PALMERAIE ET DANS LES OASIS, AFIN DE DETERMINER DES PRINCIPES DE PRESERVATION ET DE CELEBRATION DURABLES DE CES PATRIMOINES OASIENS MONDIAUX, TOUT EN ASSURANT LEURS GESTIONS EN TENANT COMPTE DES CONTEXTES ACTUELS DES PHENOMENES MIGRATOIRES ET DE CEUX DES CHANGEMENTS CLIMATIQUES AFFIRMES.

 

DE CETTE MANIERE, NOUS AVONS L’INTENTION DE GARANTIR QUE LES GENERATIONS PRESENTES ET FUTURES PUISSENT S’ASSURER DES REALITES DE CES MESURES DE PRECAUTIONS AFIN DE TIRER DES LEÇONS DES CONSEQUENCES SUBIES PAR LA BIODIVERSITE DANS LE PASSE COMME POUR LE PRESENT ET POUR LE FUTUR, AFIN DE DEVENIR PLUS RESILIENTE A L’AVENIR ET DE GARANTIR LA PERENNITE DE L’EXISTENCE DE L’HUMANITE ET DE LA VIE EN GENERAL, EN CES MONDES VERNACULAIRES OASIENS ET DE PALMERAIES DE TOUS CONTINENTS, SUR LA PLANETE TERRE.

Declaration of the « Sustainable Territories of UNESCO Global Geoparks » on the need for firefighting tools for the protection and preservation of Oases by applying forest protection measures to Palm Groves

• Recognizing that Palm Groves remain the basis for the development of sustainable territories known as Oases, that these Oases are distributed throughout arid zones around the world, spanning continents from the Americas to Australia, as well as connecting Asia with African and Arab worlds, and that they represent cultural heritage, with their concept originating around the Persian Gulf, constituting one of the methods for land development dating back to 3000 BC and introduced to Europe in the 10th century, Elche Palm Grove near Alicante being designated a UNESCO World Heritage Site in 2000.

These have managed to persist through human ingenuity, preserving ecosystems and establishing suitable hydraulic and social systems in desert, mountainous, and plain areas to extract water from regions where it’s scarce. The ongoing climate change and resulting water stress should make us consider the evolving conditions of these sustainable territories, especially as this stress will affect sixty percent (60%) of the water-poor global population!

Oasis environments still sustain tens of millions of people, primarily reliant on income from palm groves. The repeated and recurrent droughts raise concerns about the sustainability of protecting these fragile environments, which are increasingly prone to the devastating effects of fires induced by climate change and water stress.

Lack of regulations and administrative consideration of Palm Groves as forested areas, which in contrast receive structured fire-fighting protection measures, including meteorological stations, firebreaks, fire hydrant networks, reservoirs, etc., puts Palm Groves and Oases, along with the biodiversity they represent, at risk.

The Oasis’s understanding of ancient water management practices, the biotic needs of these environments, and their microclimates that allow survival, *should help us comprehend recent biodiversity crises due to climate changes and issues stemming from product mobility,

• should guide us to act sustainably for the future.

1/*Recognizing that Oasis Palm Groves are essential tools to understand the ability to respond and adapt to climate change and to adjust life to its effects and associated natural disasters, recognizing the invaluable scientific, educational, cultural, and geo-agro-eco-touristic importance of the Oasis heritage as a biosphere reserve within the Sustainable Territories of UNESCO Global Geoparks, we commit to the following fundamental principles:

2/*We will diligently ensure the protection of global Oasis Palm Groves, ensuring their preservation against water stress damage, and instituting necessary firefighting instruments similar to those for forests to address them as existential threats to the biodiversity of Oasis Palm Groves, particularly their fauna and flora.

3/*We encourage and support rigorous scientific research on water resources, agricultural innovations, and reconsideration of integrated ecosystems, fostering collaboration between experts, institutions, civil society, and local communities.

4/*We strive to raise awareness and enhance understanding of the Oasis heritage through educational programs, promoting the appreciation of our geological, geographical, historical, and vernacular past among people of all ages and improving understanding of recent climate and integrated biodiversity crises.

5/*We aim to provide accurate and accessible interpretation of Oasis sites, engaging visitors with their geological history, scientific significance, aesthetic value, and connection to material and immaterial cultural heritage.

6/*We advocate responsible and sustainable tourism practices that minimize impact on Oasis sites while enriching the experiences of both local populations and visitors.

7/*We actively involve local communities in management and decision-making processes, valuing their traditional knowledge while fostering adaptive innovations in geo-agro-eco-touristic environments, creating a sense of ownership over their territorial heritage.

8/*We seek to establish collaborations among authorities, stakeholders, civil societies, and relevant organizations to develop integrated strategies for the protection, promotion, and documentation of the Oasis heritage.

9/*We commit to continuously assess and improve our efforts, seeking innovative approaches to create, innovate, preserve, and showcase our Oasis treasures for future generations, considering their ability to innovate in water management and biodiversity conservation.

 

BY ADHERING TO THESE PRINCIPLES, THE SUSTAINABLE TERRITORIES OF UNESCO GLOBAL GEOPARKS EMBRACE THEIR CRUCIAL ROLE IN THE DESIRE TO DEFINE THE PRINCIPLES OF THE URGENCY TO ACT, TO IMPLEMENT REGULATIONS AND SUITABLE TOOLS FOR FIREFIGHTING IN PALM GROVES AND OASES, TO DETERMINE PRINCIPLES OF SUSTAINABLE PRESERVATION AND CELEBRATION OF THESE GLOBAL OASIS HERITAGES, WHILE MANAGING THEM IN CONSIDERATION OF THE CURRENT CONTEXTS OF MIGRATION PHENOMENA AND ESTABLISHED CLIMATE CHANGES.

 

IN THIS WAY, WE INTEND TO ENSURE THAT PRESENT AND FUTURE GENERATIONS CAN UNDERSTAND THE REALITIES OF THESE PRECAUTIONARY MEASURES, TO LEARN FROM THE CONSEQUENCES BIODIVERSITY HAS SUFFERED IN THE PAST AND PRESENT, TO BECOME MORE RESILIENT TO THE FUTURE, AND TO ENSURE THE PERPETUITY OF HUMAN EXISTENCE AND LIFE IN GENERAL IN THESE VERNACULAR OASIS AND PALM GROVE WORLDS ON ALL CONTINENTS, ON PLANET EARTH.
